Yes, there are a few posts over at Traderslaboratory about WRB's (wide range bodies or bars). In fact, I made some recent ones over at TL involving Tweezer Tops and Bottoms via the following message posts...

The above message posts should be helpful in giving you a better understanding of WRB's within the context of contraction / expansion analysis.

Your Question - What i would like to know is in which price area should a person pay more attention to WRB ? Within a trading range or after a nice move in prices (either up/down) ?

It really doesn't matter if its a trading range or a nice price movement (strong directional). WRB's occur anywhere but I'm not interested in all WRB's...only interested in the types that produce volatility spikes above or below the prior price action that was contracting as shown at the chart below that's linked to one of the above message posts above over at TL.

Your Question - And how do i determine what a WRB is ? The bar with the widest body within the last 4 periods ? This is the benchmark that i have been using to determine what a WRB is.

A wide range body is an interval that has a body (difference between Open and Close) price area larger than the bodies of each of the prior three intervals. However, you can use any number greater than the minimum required three intervals.

However, not all WRB's are important and to learn about which WRB's are not important and which ones to use as a WRB Zone (key change in supply/demand)...follow the instructions @ http://www.thestrategylab.com/tsl/forum/viewtopic.php?f=5&t=180 via gaining free access to the WRB Analysis Tutorial Chapters 1, 2 and 3.
